Monitors Is my display dying or my GPU?

I have an (ancient) ATi Readeon 5850 card hooked up to a Dell 24" monitor (S2409) and a Dell 27" monitor (U2711). Since yesterday, the U2711 has been acting up (refer pictures). The 24" is working fine. Is it the monitor or the GPU?

Interchange the port of both your monitors. If available, connect it to motherboard port. This should be able to tell, whats wrong.
 
Probably you should install GPU-Z and HWMonitor and check the hardware activity! If the temps are going too high or the fans are jammed! something like that!
 
Well the monitor is definitely busted. I managed to get hold of a laptop and connected the monitor via HDMI, same problem. Any idea what I should do with it? I mean I know repairing it is not feasible, but should I just chuck it?

Meanwhile, things have gotten worst, my PC is no longer booting. Damn it.
