How often do Law Enforcement install hidden cameras in a private residence without consent or information to the owner of the property. And on top of that show Live Camera footage to neighbors in the adjacent apartment? Have you ever heard about it from someone?

I'm sorry but the title says Legal Advise, I'd recommend consulting someone from a legal background mate as its a sensitive issue & they'll be able to provide their views & solutions from all angles.

I haven't heard this happening in India. But even if they do, why would they show live feed to the neighbours?

The legal guy will ask you certain questions, 1 of which will be "How did u come to know about it", "What proof do you have about it" etc., & guide you accordingly.

All I realize is that there was a police inquiry on him that lasted for 6 months, even though he was not even spoken to directly or even approached and cops were standing just below the apartment where he lives. And when I say 6 months, those 6 months mean he was harassed verbally everyday using those hidden cameras for complete 6 months. He claims his parents acted like they had no clue about it(they were probably too scared to even admit it as he claims), even though they were also hearing those voices coming from hidden cameras harassing their son everyday for 6 complete months, however they didn't admit it no matter how much he asked them. Is it safe now to approach a lawyer now for remedies since the enquiry is over?

Why would there be voices from hidden cameras?
I'd suggest getting your friend examined for paranoia or delusions. It might not be easy considering stigma around mental health, but all of what you said points to paranoia. Most stuff is treatable, as far as I know, but only if it's diagnosed and a treatment regime started.

I would strongly recommend that the person in question should visit a psychiatrist just to rule out things. The history seems very typical of a person having persecutory delusions. Insight is usually low in such cases. These types of symptoms are also seen in schizophrenia. Best would be to consult a psychiatrist.

Since how long he is hearing voices?
How is his speech?

Just to be clear. There was a loud speaker announcement proclaiming him a hacker, and the person speaking in that announcement proclaiming himself to be from Delhi Police

Because it depends on your motive. If someone did it for revenge or something like that, then there is very less evidence that can lead to the Police taking any proper action.

For eg: Everyone thought Sidhu Moosewala was a saint until he was shot dead by gangsters, and theories came up on news showing why he was shot dead
