CPU/Mobo Lesser fps/benchmark scores while gaming on Windows 7 x64

While doing CPU benchmarks, I noticed that my benchmarking scores are lesser than that of Windows XP. Isn't Windows 7 x64 supposed to give more fps than Windows XP in benchmarking softwares? This happens in 3D Mark, Passmark and some CPU dependent games like GTA IV. I'm getting more fps/benchmark scores on Windows XP than on Windows 7. I heard AMD FX 8150 had a similar problem with Windows 7 but got fixed with a simple registry tweak. Does anyone have any idea if some feature on Windows 7 is stressing the processor more? I tried disabling all visual effects but Windows 7 x64 was still giving lesser fps than my old Windows XP
