i am looking to buy an android device/ preferably a tablet that can support this app

Most cheap tablet seem to have only WIFI connectivity, i need a CHEAP tablet that supports Bluetooth with possibility of car charger connection.
Budget 4-5,000rs or even less.
A phone's display is pretty small given that i am looking to display gauges in my car via a OBD bluetooth connector
