Pixel 6a at 30k. I don't think that 6a got the OTA update for 5G yet, but it has most of the 5G bands in it.
Additionally, it's camera is the best you can get under 30k.
Moto Edge 30's camera quality won't come anywhere near the Pixel 6a, but it's decent for 22k.
You can consider the Nothing Phone 1 as well. Most of its bugs have been ironed out with A13 update, but there are a couple in the software. Nothing excels in low light shots, where Moto falters.

Pixel 6a as suggested above, but will only recommend that for taking pictures, 60hz screen really hurts in 2023.
My suggestion will be to get the Nothing phone 1 at a discounted price during sales. It is one of the smoothest phones right now will very good software implementation, cameras are not pixel level but very good than the competition at this price.
Nothing phone 1 is now the best budget phone after all the price cuts. QC has also improved significantly from previous batches.

S21 FE was available for 32k in the last sales, right? Between that and the Pixel 6a, really.
On the Pixel, 60hz hurts yes - but only if she is used to 90+hz from her previous phone. Otherwise, Pixel's 60hz shouldn't be as much a torture as 60hz on, say, a Samsung OneUI.

Personally i don't see the big deal with this hz stuff. I'm using a poco x4 with a 120 hz display, had a redmi 11 with 90 hz, and really didn't notice any difference vs 60hz. Maybe i have wooden eyes
