Monitors Looking to buy a lcd monitor

Hey, got a conroe around 4-6mts back but been using the same old 15 inch lg monitor. I think its time for a change. I have a budget of around 10k looking for a 17inch or 19 inch monitor. Is it a good time to go for one or should I wait till april for the prices to drop. My main use is for gaming, graphics(3d, flash) and movies. So i'll be requiring 3ms refresh time.

Please suggest a good model too. I am from mumbai

I think Samsung 740N for 9k or Samsung 940BW/Viewsonic VA1912WB(Should be black in colour and must have 5ms response time) if you can stretch budget to 13k
