Budget 0-20k Low Power windows 8.1 based download rig for 24/7 use

I am currently using a 10 year old via cpu based download rig , it is low power but can run only XP because of low ram (256/512mb ddr1 ) & supports only IDE Hdds , it has two ide hdds & both are showing bad sectors so i have decided to upgrade .

I have a spare 1 tb 3.5" sata hdd & want to use this in the new rig, i also have spare copy of windows 8.1 .

Budget - I want to keep it as low as possible , around 7-8k .

I cant get a NUC type mini PC because it would not support the 3.5" hdd ,

so i want to get a mini itx cpu-mobo combo board & good efficient case+ power supply .

I can get Gigabyte GA-J1800N-D2H for Rs 3400 .,

So components needed are 2gb 1.35v laptop ram + case & power supply ( looking for mini itx case with built in DC-DC power supply ) .

Its hard to squeeze your requirements within 8k. Getting mini ITX case & components is tight.
You can get Atom based rigs which are not that good. Add a mini ITX /Slim PC setup from zebronics.

^^
What's wrong with Atom?
He will be using it for downloading only! Atom has enough power for that!

If he was willing to drop the Win 8.1 requirement, I would have had suggested him somethimg like the Raspberry Pi or Beaglebone Black.

If he will be using it for downloading only, both the Atom and Celeron should be enough for uTorrent and IDM.

If someone is looking for such a rig, what components will you suggest?

@chetansha What is the advantage of a NAS over a Raspberry Pi/Beaglebone Black + ext HDD ?
NAS seems to be pretty costly. And internally most use an ARM processor only(same as RPi and BBB). BBB can run full Ubuntu and so is more powerful compared to a NAS.

@chetansha Actually I am hijacking his thread :D
I really wanted to know the difference between low power x86 PC vs NAS vs SBC + ext HDD.
Till now I was using my laptop for downloading. But I don't want to wear out my laptop very fast. So even I am looking to get one.

Laptop for download
Anyways too much to type, and I cant now. Maybe other guru's can chip in
My personal pref nas ,rasp pi, PC/htpc. If for downloading only
If want as media player too, then rasp , pc-htpc , nas+media player

Windows 8.1 is a must , is Rs 5600 not enough for 2gb 1.35v ram & case + psu? I am already getting the gigabyte J1800 mini itx board for 3400 .

My PC went kaput in 2010. From that time onwards have been using my laptop for downloading. I don't download 24 x 7.
Mostly a few movies, lots of TV series and tutorial series.

@chetansha Is there any good download manager for Linux?

@hotshot05, i have used only wd nas ( my book live and my cloud ) and i have used transimission on both the NAS'es and used Pyload on My book live version. I havent used any other NAS'es so i dont know if there are good download managers for Linux.
