Known in computing annals as the worst product ever made by MS (wow! That bad!!). The last product made by Bill's (then girlfriend) wife Melinda at MS, I present to you a link to a BOB review:

You can blame BOB for the existence of MS Office assistant, that utterly terrible creature (if you say you like office assistant, you need ur head cracked open and filled with tar).

It wasn't decided in that sense... u see it was actually for earlier versions of windows... but windows 3.0 and later 95 did away with most of the need for it.
