N00b question on Fitness band/Smart watch - Web upload is optional?

Sorry, pretty N00b question I know.

The Fitness band/Smart watch. All of them upload the data to web? Like sync is a must to check the data later? Or they have an app which we can install in computer/mobile and can see the data?

I use Garmin 500 for cycling, so know the basics, but not sure whether these (band/watch) also work on a similar manner.

Also, sign in not required for Garmin. But the watches/bands need it? Google account or something.

Basically looking for something not fancy and uploading to web is optional. Those exist?
 
I believe all watches/bands have their OEM apps, which are cloud/web based so if you use those apps then it would need a signin to their proprietary cloud. If you want to keep your data local, look at the devices supported by Gadgetbridge and use that as the Android app.
I should warn you that there is some DIY involved and it is not as easy or user friendly as the OEM apps.
