    • it would be better if i choose nvidia because it has cuda decoding and 4k 60fps playback. if no choice amd

If it's stretching your budget too much then you can try a less powerful gpu like an r7 265 (~11.5k) or an r9 270 (~13k)
 
local dealers can provide some savings of about 10% off the total online cost.
prices are about 30% lower in the us so if you have a friend/relative willing to pick it up or ship it to you...
p.s. beware of 'too good to be true' deals particularly those chinese sellers claiming to be offering a 780ti for $89. they are actually old geforce 8400's that have their cooler and bios changed.
another option (what i did) is to keep your existing pc and upgrade it piecemeal i.e. start with a new cabinet and psu, then next upgrade the cpu+mobo and finally the gpu.
Also, if you're really into hardcore gaming then you'll want something that can play max details at 1080p for the next 2-3 years so if you are willing, then a used card under warranty can be considered (like top-of-the-line models of the previous gen) which should provide good long term performance.
