SMPS - Corsair CX400 ~ 2.8k
HDD - Seagate 500GB ~ 2k
Total: 24.6k.

Get the HD5750 instead of the HD4870. For ur resolution it would suffice.
Zebby platinum is not good quality. Get the Corsair CX400. Its more than enough for ur rig and u need not upgrade few months down the line. So use the funds now to get a slightly better system.
If u are very tight on budget then get the Gigabyte 785GMT-US2H ~ 4.6k from SMC, Delhi. He is a dealer in TE. Not sure of the price in Chennai.
Also for the GPU u can consider the HD4770 512MB GDDR5 ~ 5.9k from theITwares as it will keep costs within ur budget.

You have gicen no details of the current rig like the proccy, mobo, RAM etc... So its difficult to judge whehter u already have few others components that can be carried over to the new rig. Give us complete details so tha ppl here may provide u better suggestions.
