My dad needs a 20'~21' inch monitor for cctv surveillance .Budget is not strict.

Rather than the monitor - get a 22" TV.

^ I think he might not get a decent resolution with a TV. Most ~20" TVs seem to top out at 1366 x 768.

No, the room is not exposed to direct sunlight.

The quality of the CCTV cameras is pretty ordinary.... so don't u guys think a Dell S2240L would be too good considering the input ?

A 20" Croma TV which is 1080p, sells for about 10K. The main advantage is that he can use AV out/coax out which he wont get in a monitor. plus, it can do double duty as a TV when needed or a monitor.

@OP - very important - the S2240L does not have VESA mounts, so you cannot mount it on wall.
