Budget 0-20k Need a new rig for home use

Hi All
After a long hiatus am back on TE. Just wanted your expert opinion..
This rig has served me well over 6 years... now looking to upgrade... Should I go for a PC or for a basic laptop.. This thing will only be used by my parents... so need it for surfing, youtube videos etc...

For a basic PC Rig please let me know the config..... just to last another 2-3 years.. I would be keeping the HDD, Monitor and PSU.
For a basic laptop, which ones would you guys suggest .. My max budget will be upto 30k...
