Monitors Need Dell monitor service center info

My 2 year old Dell S2240L suddenly started outputting interlaced display on the right side of the screen.
It's a smooth gradual change from right (interlaced) to left (perfect).

According to random info from the web, it could be a static build up issue. Any input on how to discharge it?

More importantly I need the contact info for the Dell monitor service centers. I tried looking for it myself but keep running into their laptop centers.

Also how much warranty does Dell honor on their monitors, is it 2 or 3 years?

not sure that there is a separate service center for the peripherals

warranty is for 2 years
in my experience elsewhere (not in Gujarat)
if the monitor can't be serviced easily or if they have no patience in checking then
they might simply arrange for refurbished item (may not be the same model)
