Need help choosing ISP in Delhi

Houston we have a problem... err I mean I have a problem. I got Exatt Internet, and despite somewhat reliable service over the last 2.5 years, I've had enuff. I only get about 150ish kbps these days, and I pay for a 256kbps plan. Moreover I ping over 400 to sgwg servers, so its time to move on.

The most obvious option would be to go in for Airtel, but those idiots have been saying "we have no more slots in your area" for the last 4 months. So I'm left with Tata or MTNL. Please let me know

1. Bandwitdh provided vs. actually recieved for both of them.
2. Connection Stability
3. Pings to servers wen u play counter strike :D

Any help is highly appreciated. Also if you know of any other providers in West Delhi area (Punjabi Bagh specifically) other than those mentioned, I'll be grateful.
 
I use TATA 256kbps

1. Average of 30-35KB/s in download managers. Around 25KB/s in torrents

2. Connection has died only once for 2 hours in the last 6-7 months.

3. sgwg pings are around 100-120. Local indian servers around 40-50.
 
How much? 256kbps is 1.6k per month in delhi, thts kinda high. I do get a static IP, but cant really think of any advantage for me.
