Need Recommendations for Good OFR Heater

Need advice for buying a good Oil Filled Radiator based heater to be used in Delhi.

Preference of brands:
De'Longhi > Black Decker > Havells > Morphy Richards
Confused between these. Have heard good about them.

How much area do 9 fin, 11 fin and 13 fin cover effectively?

What is the need for the additional P.T.C. fan heater that certain models have?
How much noise does it make?

Please share your valuable recommendations and advice.
 
i used a havells 9-fin last month on vacation, the room must've been around 200 sqft, the ceiling was about 18 feet high, it wasn't loud and worked impressively well. it did go bust though, due to human error, the second unit was identically spec'd, but was not as efficacious and the fan was louder.
after getting home, i got myself a 9-fin from solimo, for a room that's a third in area of the vacation room i had been in, it works fine, looks slightly better, the fan is whinier. cheers.
