21-30k Need to know the at what price i can buy this pc.

One of my friend is selling his old pc which he had got it from Dubai from a friend.
None of the product are under warranty.
Need to know what would be the good price to buy.

The motherboard RAM and processor and probably the powersupply are 7 years old at this point. The only saving grace is the monitor which is QHD and 144Hz. I think 15-20K should be a fair price
