GEt a i5 3570k-now 14.5k around but would come back on 13k around in 1 week and a corsair tx650v2-5700
or i5 2500:11k around
asus p8h77 board:10k around
get the xfx radeon 6950 xxx 2gb;16k around
go for carbide 400r :5k around
and corsair vengeance 1600mhz 4gb stick:1.6k

The HD7850 looks good. Had not done much research. It's hectic comparing cards.
So HD7850 is fixed.

But what about the Motherboard?
HD7850 : PCI Express 3.0 x16 and the Motherboard suggested has PCI Express 2.0 x16
The asus p8h77is out of budget.

For SMPS what about : Corsair CMPSU-600GUK 600 Watts PSU
It's cheaper and has the same efficiency.

Is the Cooler Master CM 690 II Advanced Mid Tower Cabinet a good choice? Chose it for the good airflow and dust filters.

Processor : I'm sticking with i5 2500.

That dosen't matter mate!HD7850 is perfectly compatible with pcie x16 2.0.X16 3.0 just provides 2x more bandwidth. But you don't need to worry about that too!As current cards can't even utilise full 2.0 bandwidth(talking about single card setup). We are talking about 2 to 3 % difference even with HD7970 so close to nothing.Also, your mentioned cabby is good enough. But personally I love cable management. So, if you are fond of cable management, corsair carbide 400R is a way to go.Please skip the idea of going with gs600. As you mentioned that you need a solid rig that would serve you well.The build quality is poor than TX650(just look at the warranties and you'll know). Also gs series rapidly loose their efficiency compared to tx counterparts.

Intel DH67-BL ~5600/- [you have a Sandy-Bridge processor, the extra features on the H77 motherboard will remain locked out for you until and unless you do not purchase a Ivy-Bridge processor]
Corsair XMS3 OR G.Skill RIPJAWS 4GB x2 1600MHz ~3500/-
AMD HD 7850 2GB ~15500/- [lack of a PCIe 3.0 slot doesn't hamper the performance of these cards, as stated here, further evidence is corroborated in this article]
Corsair VX 550W ~4500/- [a much better SMPS design over the Corsair GS series, here is a review]
Corsair Carbide 400R OR NZXT Tempest EVO ~5500/- [both these options are far superior to the ageing Cooler Master 690 design], if you are being restricted by an extremely tight budget go for either of the following cabinets --
Cooler Master USP 100 [three way shoot-out] ~3000/- OR NZXT Gamma ~2800/-

Man i appreciate your answer , but getting a P67 mobo with non k processor is waste . better buy a h67/h77 mobo . As for the power supply seasonic 520w@3.7k/corsairVX550w@4.6k is more than enough . And there is no need to buy a cooler . the default cooler is enough

For amd 7850 either go with gigabyte one for 15.2k or sapphire one for 15.6k . If you will not overclock your gpu then gigabyte one will be my personal choice , but i think you will overclock it in future (easy job) .

But i can say one think, it's op's own choice to choose the rig for their own. If he choose @ALPHA17 or @Jakob then i don't have any problem. it's his free will choise, I'm not forcing him.
