The intel board does not have as much features and durability as the Gigabyte one. For Ivy bridge a B75, H77 or Z77 is recommended. As you are not overclocking a B75 will perform very good, it also has very good features.
You will have to add 3-4k to get the 7870, but I suggest stick to 660.
Yea windows 8 is good except for the mobile based GUI, rest it performs very good.

The Intel H67 chipset is for older Sandy-Bridge processors, thus if you will use the current processor with the same the RAM will roll back from 1600MHz -->1333MHz. Also this motherboard is more expensive than the one I suggested by 1000/- Rupees.

AMD Radeon HD7870 2GB is retailing for ~18000/-, the GTX660 is for ~15000/-; do the maths, and here is a benchmark run between the two --> AnandTech - Bench - GPU12.

Never used Windows8 (final edition) personally I dislike it because all reviews state that it is not easy to operate with the mouse + keyboard and is optimally enjoyed with a touch-screen / touch input based device.
