CPU/Mobo Newly bought i5 4460 slow - Kindly help

Have an issue with my newly built rig

My config:
i5 4460
ASUS H97 PRO
CORSAIR CMV4GX3M1A1600C11 4GB
CORSAIR VS550 PSU
1TB HDD
WINDOWS 7 & 8.1 32bit

The mobo, proccy and Ram was bought only yesterday

Initially i didnt notice any difference when i clubbed my HDD which was preinstalled with Win 7 and Win 8.1 as i was keen in checking the sound quality and looking for stability issues if any. But i was somewhat skeptical as i noticed some delay in booting and while applications ate up some extra time to start. I also didnt find any performance improvement when compared to my 5 year old x2 550BE.

I was under the impression that installing some special drives which would have come with the driver CD will fix this. But when i installed windows 7 ultimate SP1 , i was shocked to find that it took 25 minutes before it reached the language selection page.

Additionally even file transfer speeds are slower, and if i start any application concurrently , even OPERA , i can notice the transfer speed dropping down 10-20 MB/s from 50-60 MB/s. This is not normal even for my old rig, much less for my new quad core processor.

Now i am very clear that the system is not performing upto the mark and it is even slower than my old PC. I played with some settings under the UEFI page, but nothing helped.

Please help me out guys. I suspected, it could be an incompatible RAM but the mobo's memory compatibility list, has the RAM which cleared my doubt.

I am yet to install my graphics card HD 6770 and i dont know how this rig is going to perform. The case is kept open and temperature hovers around 40 - 43c which i feel is normal even with the stock cooler.

Now what could have caused my PC to underperform guys ? Please help me out as i am not well verse with the numerous settings under UEFI.

BTW the PC is run with optimal settings and O/S is 32bit WIN7 and WIN 8.1.
The performance issue prevails in both the O/ses

File transfer speeds, windows install speeds, etc. are handled by the storage sub-system aka your hard disk. This has nothing to do with your processor at all.

Which hard disk are you using? Have you checked its SMART status using CrystalDiskInfo or any other SMART diagnostic tools? Did you try running a quick benchmark on your HDD using CrystalDiskMark?

Your post needs a bit of clarity. Are you using an existing Windows installation from your AMD system or did you reinstall the OS?
 
seagate 1TB hdd mate.

File transfer speeds are OK and there is a drop in the speed when any application is started.

I will check with crystaldiskmark and post the results. BTW , i am facing these issues in a new installation of windows 7 too.

i have attached another 500GB drive for the timebeing and it will be removed after sometime. Hope this cant be the reason for the lag. But i think that, in UEFI some settings have to be changed.

I have changed CPU CORE ratio to AUTO from PER CORE which was the default. I have also disabled UEFI mode and using windows in LEGACY Mode. But these things havent brought any difference.
Is it because this motherboard is a new one and these things will be sorted out after a couple of firmware releases ?

Frequently while booting i get CPU FAN Error !!!. and i am forced to enter UEFI. Is this normal ?. The motherboard page in its FAQ asks to change the CPU FAN monitoring setting to IGNORE under UEFI if i get this error . Is this advisable ?

I hope that the HSF is seated properly . Any utility / benchmarking software to confirm everything is working properly ?

Is there anyone in this forum having this motherboard ASUS H97 PRO ?[DOUBLEPOST=1405824773][/DOUBLEPOST]Can this be due to lack of dual channel RAM ?

You shouldn't change major BIOS settings like switching between UEFI and legacy mode after installing Windows. Reset BIOS, leave the settings alone unless you know what you're doing, then do a clean install of Windows. Which BIOS are you on? Use CPU-z to identify.

Use only 1 hard disk instead of playing around with 2 hard disks and 2 installations, to help you narrow down which hard disk is the issue. Check SATA cables. Still waiting for the CrystalDiskMark benchies.

Dual channel RAM will have no impact on disk speeds. What are you using to measure performance? If booting Windows is your performance benchmark, then its pointless since Windows is not CPU heavy but I/O heavy.
 
Your rig will be smoked by a Celeron system with an SSD if you test it by launching applications and disk multitasking.

Just saying.

1) I have used both the hdds seperately but issue is same.

2) No, booting o/s is not my performance benchmark. IMO, a quad core processor like the 4460 can have a slight drop in transfer speed when starting other basic applications on the side, but it is very strange to note that there is vast drop in transfer rate.

I am running a 32bit O/with MBR, so obviously i can run O/s only in NON- UEFI mode.

It is only when i switch to UEFI only mode, i will not be able to boot, but i am not going to do that since my O/S is not 64bit and the partition system is not GPT.

The problem is i am having performance issues.
Today i installed windows 7 after applying some tweaks in BIOS and this time WIN 7 installation completed in 13 minutes. So i am somewhat satisfied, but still i expect more as the PC is somewhat slower than my OLD AMD phenom x2 particularly there is more latency in application startup. However even 1080p videos run smooth.

Another issue is, my portable USB 3.0 hdd operates @ USB 2.0 speed @ 30-35 MB/s under windows 7, though works fine @ 70-80 MB/s speed in windows 8.1. Is there any way to fix this ?. I downloaded some USB 3.0 boost drivers from the official page but those drivers fail to work as they are not meant for the intel USB 3.0 controller.

I have even updated the AHCI drivers, but no difference.

Is Windows 7 fully compatible with USB 3.0 drivers, since i read that microsoft is working on some issues faced by windows 7 to access the USB 3.0 drivers.

@cranky - So is it usual to have vast drop in data transfer rate during any application startup ?

Seriously guys this board has a plethora of options for tweaking the CPU, RAM , STORAGE and the motherboard. Actually i was under the impression that the Z series motherboards alone will have this so many options particularly CPU related. Think it will take some time to tinker with the settings before i am fully satisfied. I dont have any idea of O'Cing so i hope that playing with some basic settings will not harm the motherboard. Think I am the first TE member to have purchased this motherboard.

Will be glad to know if there is any one in possession.

A CPU has no performance impact on hard disk speed, because of something known as DMA. Do you have file transfer benchmarks showing the AMD system was faster?

AHCI is for SATA ports, not USB ports. There's an Intel USB 3.0 driver. Download it from the Asus site. Also make sure you're connecting to the blue USB ports, not the black ports.

I'm curious to see the list of BIOS changes you made.
 
Have you installed Intel Rapid Storage drivers? If not, please install the same. Also make sure AHCI is enabled both in Windows and the Bios.

Installed RST drivers in the new WIN 8.1 and applied BIOS defaults and enabled AHCI in registry. Of the two registry tweaks one is already there and the other one i changed the value to 3. This site lists two tweaks under windows 8.1 to apply AHCI. The first one is already there and it is not possible for me to change the second one from Dword value 3 to 0. When O/s is restarted, it reverts back to (3). Is it that i have to uninstall the RST drivers and perform this.

Even if an application is started no matter how simple it is for ex. opera when one or two applications are already running, there is a lag and the startup time delays even more.

I dont think this is normal.

I have a Core 2 DUO E7200 with DG41RQ with 3GB RAM and even that performs better in these aspects.

1. File transfer from hard disk drops off to maybe 10-15% of its peak values when you open an application or file residing on the same drive. Two simultaneous file transfers can still be reasonably quick (say combined rate close to 70% peak speed) , but the combination of sequential and random access slows the drive down quite a bit as the head tries to seek across the entire drive to cater to both requests. A slowdown is 100% normal. This is what you described in your first instance.

2. If you are noticing lag even when no file transfer is ongoing, then it is a system issue and not the hard disk. This is what you are saying now.

Slow down and describe your symptoms. Measure if needed using a stopwatch. Note Windows startup and shutdown times. Run some simple CPU, GPU (even if only integrated) and memory benchmarks and compare with industry leaderboards to see your results. Check the processor temperatures, you may be experiencing throttling if the heatsink is not properly installed.
 
I install windows 8.1 another time and this time without install the RST drivers I applied the AHCI tweak under the registry and not it doesn't revert. May be the RST drivers prevent the key from getting modified.

@cranky - I am sure that the HS is seated properly as I have applied sufficient pressure in pushing them . Is there any way to confirm its proper installation. Moreover if I remove and re-seat it, will I have to apply thermal solution or I can directly re-seat them ?.
 
Speeds look ok. Nothing more can be done. With a hard drive as your primary boot disk, your machine will be slow. Can't be helped.
