What is the use of this feature though? Isn't it just like telegram?

Somehow this feature is coming up just when telegram is on the verge of getting ban.
 
Puzzled how it will only work for whatsapp web.
If i share only my username on whatsapp web with Person A
Can I not receive messages from Person A on android whatsapp ?
Will be of no use, until works everywhere.

Or how will this work. ?
