Noob: Help me to DNS registration

Guys i want a domain name but i don't know how to get it. Or what is required for it.
Have some question:
Can i buy DNS fully i mean i don't wanna pay rent annually is it possible?
What are the things i should check before buy?
Can i buy .com .in together is it good?
Where should i go for registration? Tell me some good and cheap registration company.
Whom should i pay? Required credit card or not?

Just buy a domain name from any service provider. NameCheap, GoDaddy, BigRock....

DNS is provided for the domains that you own.

.com or .in are TLD - top level domains. A .com gives a better web presence compared to .in - SEO guys can have their say. I would prefer .com for the ease of using Ctrl+Enter.

Check if the domain name is registered or available.

Any service provided. Card or Net Banking payment options.
 
Also I would like to tell you that don't go for gimmicks shown in godaddy advert. Buying just a domain name would give you just an ip address over the internet and it won't show anything until you buy hosting with it.
Domain name can be bought for very cheap. Just Google that. But hosting can be a costly affair depending upon your needs. Mostly people buy shared hosting.
Hosting charges usually start from 300-400 / pm for shared and 1000+ pm for reliable dedicated servers.
Plus point is that you can buy domain name and hosting with different providers and use them together. Find cheapest one for the domain name and cheap but reliable for hosting.
 
"mitsu.in" is one of the cheaper reliable option.
For most domain, the domain name registrars charge very little (Rs 99 - 199) for the first year, but charge more for renewals.

Another important thing to keep in mind, do you want to make the domain private or public?
Private means, your informations will be hidden and will not be shown in whois queries (e.g. Try techenclave.com in http://whois.domaintools.com/). While for public - whois will show even you email/mobile/address etc provided to the registrar. For private they charge some ~Rs250-300.

Crazydomains.in has very low prices even if you lease the domain name for duration greater than 1 year. But no idea if they are reliable or not

With Go Daddy, speak to a customer care executive once you decide which name you want, they offer better rates if you speak to them directly , this is for multi year bookings.
