Graphic Cards NVIDIA PowerMizer Technology Question

Anyone who heard of this new feature that NVIDIA is claiming? It claims to extend battery life by optimizing the GPU but does this affect the CPU?

PowerMizer essentially reduces battery life by underclocking GPU whenever load is low. It also reduces power consumption by dimming display(Display Power Savings).
Since PowerMizer can only control GPU frequency, voltage, and LCD's backlight and refresh rate, there is no way that PowerMizer affect CPU power consumption directly. However, NVIDIA mentions that it reduces CPU power consumption by offloading CPU's load when playing videos.
Here is quote from 'Technical Brief: PowerMizer 8.0'

under GPU video playback,
30% fewer CPU cycles are used. This dramatic reduction in CPU use means more
of the HD movie is being decoded on the efficient, purpose-built video engine,
resulting in longer battery life.

By off-loading the video decoding from the CPU to the GPU, PowerMizer
dramatically lowers CPU utilization, resulting in longer battery life.

I feel the statement

can applied to any GPU running PowerMizer or not. So, saying that, "PowerMizer extends battery life by optimizing CPU" sounds vague.
