Is there an OFFLINE software which keeps a simple record of your password for each website? Doesn't have to sync it to any account, just purely offline password record keeper of sorts.
There are many options "Offline Password Manager" on Google will get you enough options.

I personally use KeepassXC . It stores all your passwords in a .kdbx file locally on your computer. You can export all your passwords from your web browser and import them into keepassxc. Infact I have stopped using browser password managers entirely, and use the keepass browser extension so all new passwords are directly stored in its database. If I so choose, I can then copy this .kdbx file to my onedrive and use it on any other computer.

this is ditto what i do
 
Chrome is installed, but I don't have to use it, I never open my chrome app, all chrome password gets auto picked up in safari.
