Paypal won't let me link PNB CC

My brother has to send me some money through paypal but I can't withdraw it as I am left with one last step of linking a CC with my account.
I am trying to link my dad's PNB Global CC but it won't let me.
Anybody here who knows why it isn't working? Is it because the CC belongs to my dad?
Which cards have you linked with your paypal account?

I tried contacting Paypal some weeks back but they didn't offer much help.
 
I already linked my bank account, verified mobile no. and bank account.
My brother also sent me 1 USD for testing purpose but it is stuck in my paypal account. I tried to withdraw it but it says of the limitation due to non-linkage of CC so I got my dad's PNB Global CC but it doesn't let me link it. Gives some error like " Card can't be verified. Contact your Bank"
Is it because the card belongs to my dad and the bank account belongs to me?
 
Nope, must be some issue with the bank or the card.

Also I have in the past received and withdrawn money to my sbi account, without having linked any card.. This is weird..
 
yeah I have heard that ICICI DC works fine but I don't have it. Only PNB and HDFC.
And the one ICICI CC that we do have is of my brother who is in Chile and is probably using with his paypal account.
 
Okay, so my problem has been solved by them after all. But that took so many mails. Their service is pathetic. But after all this time my account is fully active now.
I think the problem was the change in RBI's rules as the limitation was put on my account in October 2012.
BTW, the problem solved a few days ago but I was out and busy so couldn't update
