PC Config Suggestions, 30-35K

Hi

I am planning to get a new rig. My requirements aren't too extensive. I will be using it mostly for some Office work and the usual surfing, listening to music etc. I am NOT into gaming at all, however I would want to watch the HD/Blu Ray content on this rig in near future. Do I need a dedicated GPU to watch such content??

Also i would not be going in for upgrade at least for next 3 years. The only upgrades that I might go in future could be

1. SSD.
2. GPU.
My budget is currently 30-35,000.

Also should I wait till Jan - Feb?? any new upgrades in proccy coming at that time??
