Budget 90k+ PC for animation work

What is your budget?

1 Lakh. I am building this for my animation work for an educational institute. My ideal rig costs 1 Lakh. They are not ready to pay this. So if some alternate option available to reduce the cost without much hit on the performance, I am open to it.

What is your existing hardware configuration (component name - component brand and model)
i5-4460, ASUS h81M-C, 1 TB seagate 8GB DDR3, Dell ST24 monitor

Dell st24 monitor.
i5-4460 is very slow in Cinebench. So thinking of scrapping it. planning to go with 6th gen processor, may be can wait till kaby lake for drop in prices or if there is heavy improvement in performance go with i7-7700k

Graphics card, Processor,RAM.
Again depends on my institute. actually I can ease a bit on graphics card, RAM initially, as I am in learning curve and I wont need high end immediately. but then, I guess they wont sell second hand and get me a new high end later on. So all such management BS comes into play.

Where will you buy this hardware? (Online/City/TE Dealer)

3D animation, motion graphics, Video Editing. I intend to use is very rigorously.

Do you have any brand preference or dislike? Please name them and the reason for your preference/dislike.
No brand loyalty. But looking for a reliable manufacturer with good after sales service. Specially for things like mobo and PSU care more about reliability than cost.

If you will be playing games then which type of games will you be playing?
zero gaming. maybe for understanding 3D animation may occasionally load games. no intension of heavy gaming

What is your preferred monitor resolution for gaming and normal usage
Having dell ST24. no change in monitor

Are you looking to overclock?
most likely no. 6700k gives a 0.2 Ghz difference in overclocking, which I believe wont make that much difference for my usage.That way, Want to skip costly z170 motherboard

Which operating system do you intend to use with this configuration?
Windows 7/8 .. if 10 is found to be stable, will use that.

I am going to use these 3 softwares mainly Adobe After effects, Premiere pro, Cinema 4D ... other designing softwares like photoshop,illustrator. Based on below articles at puget systems, my usage is more GPU intensive than CPU. 6700k is the minimum prescribed ideally.

My individual preference machine goes like this.

CPU - Intel 6700k, may be can wait till kaby lake for drop in prices or if there is heavy improvement in performance go with i7-7700k
Motherboard - Asus/Gigabyte motherboard with 64 GB RAM support
RAM - 32 GB RAM DDR4 (2133 Mhz is ideal I guess, doesnt matter much) ( 16 GB sticks)
SSD - samsung evo 120+ GB SSD
GPU - GTX 1070
HDD - 1/ 2 TB HDD
Case - basic case with enough room (eyeing at masterbox 5 though)
cooler - cooler master hyper 212 evo
PSU - corsair RMX series 650W /750w

I need suggestions for this ideal machine for the below items

1. Motherboard - stable one with 64 GB capacity
2. Which GTX 1070 should I choose for my usage for my 1 lakh ( +/- 10k) budget. want to go with GTX 1070 over GTX 1060, because the difference comes in premiere pro. And 2-3 years down the lane, I have an option of adding one more GTX 1070. I guess GTX 1060 6GB cannot be SLI-ed? or can it be?

If the management insists on cost cutting, I am looking to for suggestions next lower tier CPU,GPU, with reasonable performance. maybe to start off, a very minimum GPU needed for my work, which can be ditched later on for a higher end card.

Any other general buying advice also welcome. Being a educational and research institute and also a non-profit organization, It can accept discounts/sponsorships. If you know any such options also let me know.

1) CPU - i7 6700 (non-k) will cost 23k u don't need 6700k as it is used for overcloking, if you want to overclock then go with 6700k but will also cost more and will also include cost of cpu cooler and z170 motherboard ..... kaby lake cpu's will be expensive in india in the beginning will take some time for prices to stabilize go with sky lake if you don't want to wait upto march.
2) motherboard - b150 will cost 7-8k
3) ram - single stick 16gb dddr4 will cost 6-7k , prices of ram are high now so when prices reduce buy another same stick of ram, i mean "exact same" (same company, same model no., same specs.) OK.
4) Gpu - nvidia gtx 1070 will cost 35k
5) ssd - samsung 750evo 250gb 5k on primeabgb.com
6) hdd - depends on how much storage u want 1 tb wd blue cost's 3.5k.
7) psu - buy a good quality power supply as it is most important part of a computer such as corsair cs550m will cost 6-6.5k
8) cabinet - corsair 200R or 100R silent edition should be pretty good for building pc as well as diagnosing if anything goes wrong.

6700 has 3.4 Ghz vs 6700k 4.0 ghz. for me single core speed is important with 3D software cinema4d. however ignoring z170 motherboard.

confused about which gtx 1070 though.

i7 6700 also has boost frequency of 4ghz it will reach 3.8ghz on all cores and 4ghz on single core.

get the cheapest gtx 1070 you can find they all perform the same .... just the expensive ones provides more overclocking headroom which is not worth the money.

if you're planning for i7 6700k then u need a cpu cooler as it doesn't come with one i would suggest go with hyper 212x 2.8k on primeabgb.com
and it would be worth to spend 5k more on a z170 board as u can overclock to 4.6GHz easily .... but whatever suits ur budget i7 6700 costs 23k comes with cooler in box goes upto 4ghz ..... i7 6700k costs 25-26k doesn't comes with Cooler in box goes upto 4.2Ghz without z170 motherboard ..... but is also unlockable with z170 upto 4.6-4.8ghz.

ok, thanks for all your suggestions... so far I have never used any graphics card at all. I am looking for a starter GPU, which will be decent enough to allow me to learn, which I can replace with high end cards once my learning takes off

You asked for at least 1070 but I gave GTX1060.
You can still go with GTX1050Ti but their rendering power might get a hit.
