Budget 31-40k PC for photo and video editing

Hi Everyone ,

Really need your help in a building a PC for my friend , he is on a tight budget . So my friend needs it for adobe lightroom , photoshop and 1080p video editing . I have not been much updated with current PC parts and currently confused between AMD and intel

    • CPU - Amd Ryzen 5 3500x ( someone suggested for AMD 2600x )
    • Motherboard - Gigabyte a 320 m-h
    • GPU - Zotac 2gb gpu ( will be upgrading later on )
    • PSU - Corsair CV450
    • Monitor - no
    • RAM - Adata 3200 8gb ram ( will be adding more , mostly will go for 16GB )
    • SSD - 250 GB SSD
    • Mouse & Keyboard- no

    • Cabinet - BBC 8865 / Antech
    • CPU Cooler-stock
    • Any other component ?
