Best for budget between 8-9K max

Moderate gaming, mostly movies/browsing

Just get the Dell e198wfp. One of the best 19 inch panels available.

And you really need to buy a Dell as the quality of after sales service these guys provide is commendable.
 
Yeahhh the Dell Monitors are just mind blowing....I am planning to buy one myself....

And as The Alchemist said the after sales service is also good....
