Laptops Problem with Dell studio XPS 1645 lcd

My Dell laptop LCD is acting bizarre. I have shared a link for the same.
Any idea or clues what could be the problem.

One of the dell stores mentioned that my graphics card has gone kaput and is demanding 4k as a replacement(don't know if that's trustworthy or not.)
