Recommend a HD Video Camcorder

One of my friend in US wants to get a HD camcorder, budget in the range of $400. Please suggest a decent HD camcorder in that range, I have no idea about the current scenario. Thanks. :)
 
I own Sony HDR CX500v. This model has been discontinued but you can go for HDR cx150. Its price is about 460$ on amazon. It has excellent low light performance and video quality is very good too. Not to mention the image stabilizer is in sony handycam is industries best.

Check this video for sony's image stabilization on youtube. personally I would go for better image stabilization over video quality.
