Request for a modems router that allows TELNET

hey every one i need some advices
i need to use the windows TELNET command but i have a
TD-W8968 and it does'nt allow it so can you please give me all Modems (tp link - d-link - huewei ) and there ver for exemple v2 v3 that are allowing these Command

I personally have a TD-W8968 lying at home and remember seeing the telnet option

maybe you're is the v1 its so yes its has these command but mine v2 it doesnt

because of net issues
i have 1mbps net but my isp are giving me 10mbps data rate
these made the SNR MARGIN always 6-11 i want to make the max data rate only 4mbps so the snr margin get boosted to 20 at least
