The thing you see on the heatsink is Aluminium Oxide, unlike iron/steel rust this does not fall off...
The backplate is sanded and coated with black enamel...

Tested the GPU it's working fine but the hotspot reaches 105 106C in Bangalore
Needs an under-volt and a re-paste
