Is it a good phone to buy? If so, is it better to buy it here or from ebay.com Any good deals in India?

Found one on ebay.com for $289. Is that a good deal or could i find anything lower?

The best option would be buying straight from Amazon. Its selling @290.xx
I am also looking for a WP7 device and was going through the deals online and IMO Amazon's is the best deal. You don't have to check the seller reputation etc and the price difference from eBay USA listings and Amazon's other listings is not much (~$10)
And regarding the handset, its better than Focus in terms of build quality but you get only 8GB w/o memory card slot. One issue you should be aware of is that some Focus and Omnia 7 models face the issue of looooong battery charge time. It takes hours (think 3-4hrs) to charge the battery. Google for more details.
And if you want WP7 and looking at other models too, LG Optimus 7 is 1 great alternative. Only downside - LCD instead of SAMOLED and 3.8" instead of 4". But you get 16GB inbuilt, metal back (brushed aluminium) with very good build quality

Focus & Omnia 7 have capacitive touch buttons (Omnia 7 has 1 physical button at centre)
Optimus 7 has all 3 physical
And Optimus 7 you can get for ~$230 @ Amazon
