Try changing your dns, some other proxy or Else try a vpn software!
@Fahrenheit.. Yes this is the website & I've used spybot to scan the sytem but nothing yet.
@Party Monger I've used Wireshark to analyze DNS response from google DNS and BSNL DNS. Both return the same ip address ie.74.55.91.22 So it's not a DNS issue. Can someone confirm that this is the ip address of Real Help For Your Small Network - SmallNetBuilder
My system initiates SYN but no response from the other end. I'll try changing MTU settings and see if that clears up the smoke.

edit: ok i'm not going to dwell too long on this problem but able to access the website through different proxy server. thanks to all for suggestions.

Although i've set google dns as my first choice, bsnl dns is still used as the first choice as its ping is lowest while its last in the dns list.
