Some websites not accessible

Ok guys, its getting very frustrating now and I need some help as I am running out of Ideas.

Some days ago I began getting errors that "the connection was reset" for certain websites. I have been trying to find a solution forever, no luck. They weird thing is that is it only a few sites and it happens no matter what browser is used (firefox, IE). Any suggestions? Let me know if more info is needed.

Some more info:

Pinging the website doesn't work
Using the website's IP doesn't work
Making changes to host files doesn't work
Clearing private data (cookies, cache) doesn't work
Using on my EEE PC on same network DOES work
Using browser in Linux on same computer DOES work

Firewall is disabled.
NOD32's Internet Monitor is disabled.
No virus,malwares,spywares on the machine.

The bottomline is that I am able to access sites from Linux but not from vista and I have tried almost everything.Any help?
 
since using the website ip dint work, problem with dns is ruled out...

Open Network Diagnostics by right-clicking the network icon in the notification area, and then clicking Diagnose and repair.
