strange speed drop in BSNL UL plan

hay guys.. im facing a weird speed drop in BSNL UL plan.. the weird part is that the speed drop is only in Speed Tests and Torrents getting 5-6kBps max,,, direct http and ftp dnloads give me full 32 kbps... hows this possible.. is there some wrong with my connection?? modem?? or the torrent client??

im using the Huawei smartAx841 modem and u torrent...

please help.. called customer care they said everything is fine from there side..

I took a new connection today and received the same router and am facing a similar issue, i.e. the torrent speeds aren't going above 30kB/s (it's a well seeded private swarm), while http speeds are around 80kB/s.

Experimenting with different modulation types improves the speeds by some 50%, but still not as fast as it should be.
