Suggest an External TV tuner for my LED monitor to use PC and RDTV DTH

Can you Suggest an External TV tuner for my LED monitor to use PC and Reliance Digital TV DTH.Iam already using a Frontech External TV tunes which was for CRT monitors.but now upgraded to LED/LCD so please suggest a good tv tuner which can work even when system is off and should start with pc as default mode.
