I am a Visual Effects Artist, working in Mumbai.. I am a total Newbie when it comes to hardware configs. Would appreciate any help...

I need help in buying/building a new PC. My budget and requirements are as follows:

* Budget: Rs 70,000/- (Fixed)

* Existing hardware setup: None.

* Components from the existing setup that you intend to keep: none

* Components that you have in mind for your new PC: Intel / Amd

* Plans to upgrade in the future: Maybe GPU in 3yrs

* Places from where you will buy components along with your location: Mumbai, Maharastra.

* Intended use of the PC [gaming/office use/rendering/HD playback etc] : Rendering, Fx, Compositing.

* Brand preferences: Intel, Nvidia, Amd.. suggestions welcome

* Monitor resolution and size: 1920x1200 / 1080 22inch ( sRGB Workspace / factory calibrated )

* Will you be overclocking your setup ?: No.

* Which OS will you use ?: Dual Boot : Windows 7 / Linux ( Fedora etc )

* Which Major Softwares will you use ?: The Foundry Nuke, Adobe suite, Autodesk Maya.

As for the rest if you are a student, you can register into the Autodesk student forum and get the legit version of their software for free and along with all their benefits and support -- Autodesk Education Community.
