Monitors Urgent!!! Suggest UPS, Cabinet and LCD Monitor

My System Configuration:

Intel Pentium Dual core 1.8 Ghz E2160
Intel 945 GCPE MB
Transcent 1 GB RAM 800Mhz
Samsung DVD Writer
Seagate 80 GB HDD
Samsung KB
Samsung Optical Mouse
17" LCD Monitor

UPS:

Which is sufficient 400VA or 500VA?
Budget for UPS Rs.1800/-
Please specify brand name.

I have no idea of taking Viewsonic because of its poor after sales.
Up to my knowledge Samsung is the best among others but its bit expensive when comparing with Acer and getting recommended to take Acer. 15"/17" which is better.My usage is just going to be day to day computing and browsing.

Few says LG monitors(17") don't have DVI port...

But i dont know what it exactly means. Does it give a big difference in performance?

What about Acer??? Does it has DVI port???

LG's response time 8ms, 16ms, 25ms.... Which is best? higher one or the least...

And Acer's response time??

Sorry for asking you guys silly things like this? I dont know what it says exactly.

Cabinet:

Most of people says VIP. But in chennai, its rare to find. If anyone knows, please inform me. If not VIP, which Cabby i can prefer?

Tat UPS wudn fall into a budget of 1600 bucks...

I dont think anything wud either with a good VA rating of around 500-600..

APC mite set u back by 3.5k to 5k depending on the model..

Try powersafe UPS as well in case APC's is on the very expensive side but u wudn get an appreciable backup time...
