Used Canon 450d Deal query

HI. I know there are a million threads about this but I need some urgent inputs.
A friend of mine wants to zero in on a deal.. Canon 450D roughly 1.5 years old. The deal in inclusive of the cam, kit lens, 4GB card and the bag. Its negotiated for 23k. Most details are pretty vague cos the buyer is slightly n00b with DSLRs

Is this deal overpriced?
Whats the cost of a new cam [450D]?
What are the things my friend has to check / look out for before closing the deal.
What could be the ideal price for the above

450D is quite an old DSLR..2008'ish model..

availability is low too...

however, i recently saw one on display...it was priced around 28-29k..

so i guess 23k is overpriced..
 
You can always try and bargain with the seller about the price. Try to get him down to 20k. If the seller is a n00b then chances are that he has rarely used the camera and its still in pristine condition.
