I had ordered a phone on ebay.com. The seller shipped it using under signature confirmation through USPS but the phone never delivered to PPO NY.
After checking, I came to know that the consignement was delivered to wrong address. The signature confirmation clealy shows that it was delivered to wrong address.
I contacted seller and he did acknowledged that the USPS bungled up and delivered to wrong address.
I opened a case on paypal giving details/proof of my address as well as signature confirmation from USPS but to my surprise, got this reply which really made me wonder how their resolution centre works:
I have an option to appeal against the above resolution and want your help in creating a strong case.
If someone has faced similar situation, whether they got their money back?

Paypal now doesnt let me to appeal against not receiving the item and intead create a appeal where I can claim that the item is not as described:

"In response to your claim, the seller has provided proof of postage
indicating that the item was sent to you. Because the seller was able to
provide proof of postage, we cannot reverse this transaction or issue a
refund. We encourage you to continue to work directly with the seller to
amicably resolve this matter."

Appeal the claim decision
