Monitors Very Urgent - Suggestion for 27" LCD

My friend urgently needs to buy a 27" incher. planning to buy tomorrow

Please list all the options available

Ready to spend about 20K (little more if required)

Mainly for browsing, HD movies, TV (internal TV tuner)

Questions:

Since 27" will have 2560 x 1440 resolutions, will it scale down well to native HD of 1920*1080

Will the screens appear jaded since running at lower resolution than its native

Can the TV tuner (internal) scale to such high resolutions of 27"

Else, we will settle down to 24 incher
 
Quite impossible to get a 27incher for under 20k! There're very few models retailing in the market apart from the newer Dell Ultrasharp 2711 and a Viewsonic model. Samsung has a 26inch model T260 which is a TN panel and retails for over 20k IINM.

His best bet is a 24incher under 12k - there're quite a few models from Benq and Dell which you may be very well aware of.
