PC Peripherals Voltage Fluctuation, surge protector?

Hey, recently I've been noticing a lot of voltage fluctuation. My laptop's mouse goes crazy while charging my phone's screen responsiveness goes for a toss.

If I get myself a Belkin surge protector is it of any use?

I have no access to the mains and don't want to cause a fuss. I just need a temporary solution for about 3 months.
 
This same thing happens when I am travelling in a train too and using the trains power supply .. Mouse goes crazy.. I always use a belkin surge protector, it didn't help in this case though..
 
Surge protector won't do the job you're looking for. You need a UPS or a voltage stabilizer. If you have a UPS you can connect a powerstrip to one of the sockets to get stabilized power input to your phone charger or whatever you want.

Those belkin surge protectors are just extremely costly powerstrips I think.
