Voltage Stabilizer Not Working

The voltage stabilizer attached to my AC sometimes work, manytimes not.
I took it to a repair man and he checked it, he said it was okay.
At home, it gives same output for input, it does nit increase or decrease it.
But sometimes it works for 5 minutes. I dont know what is the problem.
I've got it checked 2 times , both times it was okay
Can someone suggest something.

I thought it was siemens but actually it was some local piece with Sienens written.
I got it fixed from another technician.
