mobo - gigabyte z390 aorus pro/
MSI MPG Z390 Gaming PRO Carbon

ram - corsair vengeance lpx 3000mhz

cpu - core i5 9600k

gpu - 1660ti strix

psu - corsair cx650m

cabinet - corsair spec 4/5

cooler - budget is tightly around 8000​

I am a bit icky about AIOs especially in the budget end as if they go bad your whole PC will go down especially with Indian summers.
With your budget I would suggest getting a Noctua.

The king of the hill but a bit too heavy.

I use these on my Ryzen 1700 with 2 of these 3000 RPM IPCC fans in push-pull. At least the fans are noot poop brown and vomit tan.

I've had a Corsair AIO fail on me, luckily when it wasn't on. Bad enough it failed, getting it RMA'd from Corsair was surprisingly less than smooth.

Sworn never to go back to AIO's. Not unless you're ok to kiss your entire rig goodbye should they decide to go kaput.

Go with a good air cooler and you'll be fine
 
OP's use case is a bit confusing to me.

You have a high end CPU/mobo combo but a weak GPU.

Are you planning to mostly use CPU-intensive workloads and not much in terms of gaming?

If yes then I guess you're planning to overclock the CPU as well since you're going for a K series.
Then you'll need a Noctua or a AIO(If you're okay with the slight risk)

If you're not overclocking then go for a stable budget cooler e.g. the CoolerMaster Hyper 212 and invest the rest on a SSD like @William_Mboy suggested

nice to get a reply from you and yes you're right i'm not making this for gaming but more of cpu intensive works and yes for sure i'm going to overclock it actually i do have a hyper 212 evo but it is not gonna be enough for long let me explain you, the temps here are pretty high in summers so maybe i'm going with noctua nh-d15 after all i am making this specifically for someone and thus i took suggestions here cause i don't wanna overspend and extend his budget
