I currently have the following config
Phenom ii X2 550 BE paired with an ASUS M4A78 EM
OCZ DDR2 800 2x 2gb
Sapphire 4670

Will changing to a 785g chipset based motherboard and DDR3 1066 make a difference to general system performance?? I am not really interested in gaming.

it shud show slight improvement if u use ddr3 1600 @ 1333 and tight latency like 7-7-7

but they are damn expensive and isnt worth, atleast now.

What do you mean by general system performance. For normal usage like browsing, office apps etc, there won't be any difference even if you overclock. But if you do a lot of encoding, photo and video editing, OCing your cpu can give some nice boost. Considering you have a BE cpu, you should be able to overclock it to 3.5K ish, especially with your stock cooler that comes with heat pipes. But you won't see any major improvement in gaming with your GPU.

The difference is visible if one moves from 690G or older to 785G and not using PCI-E graphics.

for you the difference won't be visible.

just stick to the current rig.
