Get the Lumia 638 that has been launched for Rs.8299

Pros:

• S400 Quad core with Adreno 305 GPU(Same as Moto G 1st and 2nd gen)
• 1GB RAM
• 5MP auto focus camera
• 8GB internal storage + expandable
• 4G LTE

Cons:

• No front cam, No LED flash
• Single SIM
• 218 ppi screen

This is a much better option than the 2 Lumia's you are considering if you are willing to sacrifice front cam and LED flash. Rest of the specs beats both those phones hands down.

But as your post says if you cant live without front camera then prefer Lumia 535 instead of Lumia 625 as having 1GB RAM is better for app compatibility than S200 vs S400.
