I am unsure what Sathya would, but when you look for a second hand, know that may get a new one shipped to anywhere in India at 8K.
And... that link on ebay... looks like a price mistake to me... I would have jumped on it if I needed a 8400.

Elsewhere, looks like E8400 is a costlier:
Deltapage puts the E8400 chennai price at 8850
Itwares at 9275 (?)
TechSHop at Rs.9,454-273+50
