+1 what Funky said .. Rep System is very easy..That Pop Up has been set by Admins.To decrease abuse of reps.. So to avoid that pop up you have to rep a certain amount of members to re rep the guy that caused the error.. Few points that people should know..

Some people says I got lot of reps but still ain't enough. Its because the people that are repping you Have Less rep points ///
Rep Points and Number of Posts constitutes to rep power. Rep point decides rep power and after few/huge number of posts there is a little increase in the rep power...
Now whats Rep Power ? Its the number of Rep Points that you gave to a person when you rep him ! Like if Member with rep points like Funky reps you , you will get an excess of 100 points while you will only get 1-2 points when a person with low points rep you..
According to Member List, Blade Runner is the most reputed Member.. While Funky. Safin ,Bosky,Crazy are the other Members with huge reps.. but Nikhil has the maximum posts.. So it can be possible that Points earned from Safin rep can be lesser than that of Nikhil's, as rep power depends on both Posts and Rep Points
Here is a chart of Rep Control Panel .. The Rep Titles are decided on the basis of this : Though the values have been wrong.. Admins has reconfigured new values..
